Establishing a Risk Assessment Framework for Marine Assets and Assessing Typhoon Lekima Storm Surge for the Laizhou Bay Coastal Area of the Bohai Sea, China

Effective risk assessment can reduce the economic losses and physical damage caused by marine dynamic processes, such as storm surges. Most assessments of disasters are based on regional parameters discrete hazard grades. Targeted, multilevel, multiangle urgently needed. This study focuses specific types affected infrastructure. We established a sensitivity matrix considering effects different disaster causal factors Through this matrix, hazards, vulnerability, emergency response recovery capability were effectively combined in framework. completed calculation for multiple concurrent areas with superimposed key infrastructure using complementary superposition. The grade, vulnerability coefficient means return period, characteristics distribution, relief distance, continuous solving functions, normal cumulative distributions, analytic functions. On basis reasonable MIKE21 numerical simulation abstract spatial distribution vulnerable assets, we tested rationality system Lekima typhoon surge process. results showed that accurately reflected to important terms distribution. Therefore, framework was suitable process lower Laizhou Bay coastal area Bohai Sea, China. Moreover, it provided reference prevention reduction, guided way decision making, reduced losses.
